  • DPH DoN Office Promulgates Two New Guidelines and Clarifies MCE Guideline

On June 28, 2017 the Determination of Need Office issued notification that it has promulgated two new Guidelines and issued a clarification of the MCE Guideline, all three of which should be available on the DoN Website shortly.  Specifically:

June 29, 2017 Update to Annual Adjustments to Determination of Need (DoN) Expenditure Minimums – updates Maximum Capital Thresholds effective October 1, 2016;

Disaggregation – The purpose of this memorandum is to inform interested parties of the time period Applicants should use to determine whether proposed projects should be aggregated for DoN purposes.

Formation of Ten Taxpayer Groups - The purpose of this memorandum is to update interested parties regarding the time for Ten Taxpayer Groups (“TTGs”) to register with the Department of Public Health (“Department”).

In addition, there is a new link on the DoN website on which you will find completed DoN Applications along with the relevant Decision Letters and/or Staff Summaries.

Separately, the DoN Office is reminding Applicants subject to the Community Health Initiative (CHI) requirement that they are expected to contact the Department at DONCHI@State.MA.US at least two months prior to the planned filing of the DoN Application in order to determine which of the CHI forms will be required at the time of Application.  The forms are on the DoN Website.
